RESOLUTION
In the face of citizen involvement, the developers withdrew their proposal for "Tiny Rental Houses," and instead submitted an R-5, Planned Development zoning request for about 100 single-family houses, on slightly smaller lots. This residential development will be similar to the surrounding residential developments.  On 19 April 2022, the city council approved the zoning, revolving this issue.   • Project Name: Trulo Homes at Willow Park

    • Cottage Style Community

      • Planned Development District (PD) [Glossary] of 19.16 acres is to allow for development of single and two-family detached housing intended for lease or rent. There will be  170+ single-family and duplex units mixed throughout the development, with common ownership and amenities for the development.

      • Gated Entry, Dog Park, Playground, Pool, Other on-site amenities

      • The maximum allowed density for the entire tract will be 10 units per gross acre.

      • The minimum gross living area for units within the Planned Development shall be: 1. One Bedroom unit, 700 square feet 2. Two Bedroom unit, 900 square feet 3. Three Bedroom unit, 1,100 square feet A minimum two (2) parking spaces will be provided per unit either covered or uncovered. 18 January 2022, Planning and Zoning Meeting 

      • Gated development of single detached homes built for rent; luxury amenities small than a regular house, larger than an apartment; 164 homes, 1, 2, and 3 bedrooms, 750 sq. ft. to 1150 sq. ft.; patio, yard and landscaping, ten to twenty feet between units; will be asking for Planned Development district, 14 September 2021, Council Meeting

City of Willow Park Code of Ordinances Sec. 14.06.008  > Class II - Residential: “R-3” Multifamily 

District

  • (a)  Use regulations. The R-3 Multifamily District will be limited to the following uses:

    • (1) Any use permitted in R-2 Residential District.

    • (2) Tri-plexes, four-plexes, condominiums, and apartments.

    • (3) Accessory uses and buildings.

    • (4) Special exemption uses after recommendation by the planning and zoning commission and approval by the city council.

  • (b) Zoning standards.

    • (1) Density:

      • (A) Maximum apartments contained in multifamily dwelling unit: 8 per acre. [Development 19.16 acres * 8 dwellings per acre = 153 dwellings.]

    • [This zoning Change From "R-1" Single Family District To R”-5 PD” Planned Development District resolved the issue of the Tiny Rental Houses. This development will be Planned Development zoned as R-5, “with + 98 single-family dwellings,” with slightly smaller lot sizes.]

    • a. Open Public Hearing, While two Willow Park neighbors questioned the developers about traffic and drainage, there was no direct resistance to this new project.

    • BACKGROUND: The proposed Planned Development consists of 19.16 acres of land to be developed with single-family housing on individual lots. The property was annexed by petition November 9, 2021. The owner is requesting PD Planned Development District zoning. The property will be developed with + 98 single-family dwellings. The PD Development Standards are the R-5 Zoning requirements except for the minimum requested lot size to be 5,000 square feet. [.115 acres] housing on individual lots.   • On 24 March 2022 residents of Hunters Glen and Willow Park Village were invited by the Trulo Homes at Willow Park developer to attend a presentation of their new plans. The following is a review of the meeting from a member of the HOA Board of Hunters Glen. “Their plan is much better. About 96 brick homes, some siding if 2story. Lots will be 5000-6000 SF.  There will be 2 aerated retention ponds, which will also provide a buffer between our houses & thee neighborhood’s houses. It will be an R-5 zoning like our homes.  Once the engineer draws up plans, they’ll figure out the access through Willow Park Village neighborhood. We’ll need to get stoplight at Bankhead Hwy because it’s already hard to leave/enter our subdivision.” Red River Development Handout

    • During this P&ZC meeting, the petitioners withdrew their application for the zoning request. 

    • 4. PUBLIC HEARING to consider a request for rezoning from R-1 to PD R-3 Planned Development District [Glossary] to allow for development of single and two-family detached housing for lease or rent with common ownership of all structures 19.16 acres John H. Phelps Survey, Abstract No. 1046, City of Willow Park, Parker County, Texas, located west of Bayhill Drive. 

    • a. Open Public Hearing, During this P&Z meeting three (3) citizens, a petition with seventy eight (78) signatures, and a neighboring business indicated their opposition to  this small, lease house development.

    • BACKGROUND: The proposed Planned Development consists of 19.16 acres of land to be developed with single- family and two-family housing with common ownership and amenities for the development. The property was annexed by petition November 9, 2021.

    • The property is located in Planning Area 4 as identified in the [2014] City's Comprehensive Plan. Planning Area 4 is the area adjacent to Interstate 20. This area is seen as a prime location for retail and commercial uses. Due to the visibility of the corridor, higher design standards were identified in order to present a positive image The Comprehensive Plan states: Create a Range of Housing Opportunities and Choices. A range in housing options is important to ensure that "full-life cycle" housing is available to enable residents to stay within the community throughout their lives, even as housing desires change.

    • Smaller starter homes, larger homes, apartments, townhomes, and retirement facilities are important to ensure adequate housing for young adults, families with children, empty nesters and retirees.

    • The owner is requesting PD Planned Development District zoning. The property will be developed with + 170 units. There will be single-family and duplex units mixed throughout the development.

  • 09 November 2021Regular Council Meeting  

    • ​3. Discussion/Action: correction of City Limits Boundary of IH-20 Service Road East and Bay Hill Drive  

      • [editorial comment: reference 12 October 2021 Council meeting, Public Hearing comment by Marcy Galle, who questioned the accuracy of the survey submitted.]​

      • BACKGROUND: Upon comparing the map of record for Willow Park's city limits and the survey of the area located south of Highway IH-20, it was discovered that there is ambiguity as to the Willow Park city limits and extraterritorial jurisdiction (ETJ) as shown on the City Limits map. The City Attorney recommends the Council adopt the new map of this area to clarify the City Limits. The proposed map of City limits and its ETJ are shown on the attached exhibit.

    • 4. Discussion/Action: to consider a petition requesting annexation of a 19.16 acre tract of land located east of Bay Hill Drive, in the City of Willow Park Extraterritorial Jurisdiction.

    • Public Hearing NOTICE IS HEARBY GIVEN TO ALL INTERESTED PERSONS, THAT: The City of Willow Park, Texas proposes to institute annexation proceedings to enlarge and extend the boundary of said city to include the following described territory. To-wit: BEING 19.16 acres of land [north of Hunters Glen Community and east of the Bay Hill Drive] situated in the John H. Phelps Survey, Abstract No. 1046, Parker County, Texas, and being a portion of a 52.283 acre tract described in deed to D & M, a Texas General Partnership recorded in Volume 1403, Page 1713, Real Property Records, Parker County, Texas.

      • Public Comments from Dale Lewis, Ryan Neill, David Snider; and Marcy Galle. all spoke before the Council. [editorial comment: Galle indicated current ordinances do not allow density of proposed development and the annexation survey submitted was not correct.]

    • 1. Discussion/Action: An ordinance annexing the approximately 19.16 acres of land into the City limits of Willow Park and approving an annexation services agreement with the property owners of the annexed tract. ​

      • [editorial comment: The council held an important and detailed conversation and asked for a second opinion from a second surveyor concerning ​the property annexed.]

      • A motion was made by Councilman Young to postpone the item to the next meeting... The vote to approve the motion was unanimous.

    • 3. Discussion/Action: Consider and act on adopting Resolution No. 2021-0914, setting a Public Hearing for October 12, 2021, at 7:00 pm regarding the voluntary annexation of property located east of Bay Hill Drive in the City of Willow Park Extraterritorial Jurisdiction.

      A 200-unit multifamily planned development is moving forward following Weatherford city council approval of a developer’s agreement, zoning change and general plan amendment Tuesday. The 4-1 vote, with Mayor Pro Tem Heidi Wilder opposed, was cast following a public hearing during which several neighboring residents spoke out against Bethel Place, to be located at the southwest corner of BB Fielder and Bethel roads.
