  • 28 April 2023, Public Notice, bids for Drainage Project Phase 2, Separate sealed bids for the construction of 2022 Drainage Improvements - Phase Il will be received by City of Willow Park, Texas, until 4:00 PM on Thursday, May 25, 2023, at the City Hall 120 El Chico Trail, Suite A, Willow Park, Texas 76087, This project consists of installing approximately 98 LF of 12" HDPE culvert, 219 LF of 18" RCP culvert. 22 LF of 24" RCP culvert, grade approximately 23,520 SY of drainage ditch, apply erosion protection measures to any dis- turbed areas and an associated work. /  JacobMartin

Turner also delivered an update on the city's drainage project, with the first phase under contract and now scheduled to begin on April 1 due to delivery time of materials. "Culverts, in particular, are significantly delayed," Turner said.Some drainage improvements that were part of the overall project are already underway and being completed as part of the street reconstruction, most notably, the culvert for Squaw Creek under Sam Bass.

    • The Phase 1 improvements are under contract and scheduled to begin April 1, 2023 due to delivery time of materials. Some drainage improvements that were part of the overall project are being completed as part of the street reconstruction and are already underway. Most notably, the culvert for Squaw Creek under Sam Bass. This phase includes:

      • The channel and culvert improvements along the east city limits down to El Chico Trail.

      • The culvert replacement at the creek crossing on Pleasant Ridge Lane.

      • The channel running from Sam Bass Road to Squaw Creek.

    • The Phase 2 improvements are in design and approximately 75% complete. This phase includes:

    • Channel improvements between Crown Pointe Boulevard and the Clear Fork of the Trinity River.

    • Roadside ditch and culvert improvements along Squaw Creek between Chuckwagon Trail and Saddle Trail.

    • Channel and culvert improvements on Chuckwagon and Interstate 20 westbound frontage.

    • Channel Grading on the creek next to the East Parker County Chamber and north of

    • I-20.

    • Grading and culvert improvements on the northwest corner of the Castlemount loop.

    • Regrading and erosion improvements in the ditch on the ridge above the Willow Park

    • North development.

    • Ditch grading and culvert improvements along Vista Drive and Live Oak Road.

    • Agenda Item. 3. Consideration/Action: to award a construction contract to Humphrey & Morton Construction Company, Inc. for the 2022 Drainage Improvements, Phase I project. 

    • The total contract will include the following amounts:

      • $158,581.00 (Bid Schedule A), improvements to the Pleasant Ridge culvert crossing near El Chico

      • $52,874.00 (Bid Schedule B), regrading of an earthen channel from Sam Bass Road to Squaw Creek Road

    • ​Agenda Item 4. Discussion/Action: To consider and act on adopting an ordinance providing for the adoption of the City of Willow Park Municipal budget for Fiscal Year 2022 - 2023.

    • Drainage Fund: With over one year of revenues collected, and the passage of the Certificates of Obligation to address drainage projects throughout the City, this fund will provide the proceeds to service the debt. This fee allows the City to address its drainage projects without additional I/S funding

  At its regular meeting on Tuesday, Aug. 23, members of the Willow Park City Council voted to approve the issuance of certificates of obligation in an amount not to exceed $4.25 million for designing, constructing, acquiring, improving, enlarging, and equipping the city’s municipal drainage utility system.

  However, whereas the original proposal in June was for a 20-year plan, the city opted instead to go with a 15-year plan, which City Manager Bryan Grimes said would save the city up to a half million dollars in interest. Also, because of the city's AA bond rating, they were able to receive a fixed rate of 3.44%, resulting in a payback of around $367,000 per year, or total payments of around $5.5 million.

  In June the rate was estimated at 4.1%, which would have resulted in a 20-year payback of around $6 million.

The first payment will be in February of 2023, with the final payment being in 2037, with the city having the option to pay it off early starting in 2032.

  "This will address about 90% of our drainage needs," Grimes said. Grimes said work will likely begin in December or January.

  Certificates of obligation are similar to general obligation bonds, except that they do not require voter approval before they are issued. Certificates of obligation are also guaranteed by the city's taxation power.

  In the case of Willow Park, the city has been collecting fees since October of 2021 to fund storm drainage improvements.   

  The rates, reflected in the utility bills of residents, are $5.50 per month per 1,500 square feet of living area. For example, 2,000 square feet is $7.32 per month, 2,500 is $9.19 and 3,000 equals $11.

  Funds raised through these fees will go toward paying the debt service charges connected with the certificates of obligation. Also,

  Grimes said there is enough in the fund to cover any overages for about 10 to 12 years.​

    • The Willow Park City Council recently approved the creation of a stormwater utility and established fees for said utility. The purpose of the utility is to fund storm drainage improvements throughout the city. If you’ve ever seen what a good rain does to many of our roads, yards, and low-lying areas, then you know this is a long overdue need for the city. The rates, which you will see reflected on your utility bill in the next few months, are calculated as follows:

In the city’s stormwater drainage study, WP Engineer Derek Turner said they’re looking at a $34.74 impact fee for new development per 1,000 square feet and a $5.50 monthly rate based on a 1,500-square-foot single-family unit.

 

“That’s what we came up with and that would be for residential,”Turner said. “For multifamily and industrial and institutional, it’s based on the gross building square footage because those buildings have a much larger footprint. For commercial it’s based on the impervious cover. The $5.50 per SFU, that’s applied on a monthly basis to every account. If it was a 3,000 square foot home it would be $11 per month. It would be billed at a utility rate on your utility bill.”

 

The next steps will be for the city to hold a public hearing on the impact fee and for the rate, the city would need to develop a stormwater utility ordinance and then move through the public hearing process, Turner said.

 

WP City Manager Bryan Grimes said there are many drainage improvement projects throughout the city.

 

“We have some big-ticket drainage items, but we have several smaller drainage projects,” Grimes said. “When we’re only budgeting $20,000 for drainage projects you get basically one or two for the rest of this year, so we don’t have a mechanism to fund drainage projects like this — they keep coming and popping up. We need a revenue stream to help fund those projects and that’s what this is for.”

 

Place 1 Councilmember Eric Contreras asked if city staff could look into a discounted rate for residents ages 65 and older, to which Grimes said it was worth looking into but couldn’t give a definitive answer at that time. Place 4 Councilmember Lea Young said drainage is a big factor in making sure the city can make road improvements.

“It’s very difficult for us to get our residential roads in the shape they need to be in with some of the drainage problems that we have and it’s far more cost-effective to do it this way,” Young said. “I think it’s one of the most important things that we take care of our drainage so we can start getting a solid program for roads.”
