Pulido's Kitchen & Cantina may be coming to Willow Park.

The City Council officially started considering financial incentives "designed to promote [City] economic development" with Pulido's Kitchen & Cantina [1], during the 11 February 2025 Council Meeting [2], and signed the Chapter 380 Economic Development Agreement [3] during the 25 February 2025 Council Meeting [4, agreement].


The new location is the closed, Lazy J Ranch Wear [5] shop, 104 S. Ranch House Road; this location had previously been home to other Western wear shops, a tractor dealer and an RV dealership.

Pulido's Westland Willow Park will renovate and operate a restaurant, called the Pulido’s Kitchen & Cantina, to be located at 104 S. Ranch House Rd. The new Pulido's will offer Willow Park the following [4]:

• The Project will be open for business no later than January 1, 2026,

• will produce annual taxable sales of approximately $2,500,000, and

• will create the equivalent of about forty (40) part-time and full-time jobs.

To offset the $400,000.00 cost of renovation and start up costs, the City of Willow Park is offering a sales tax abatement for the Pulido’s restaurant, of the following [4]:

• "City will pay an annual economic development incentive grant in an amount equal to the Sales Tax the City receives from the Project beginning on January 1, 2026 and ending two (2) years later on December 31, 2027 in accordance with the following percentages and schedule:

 01/01/26 - 12/31/26 - 50%; 01/01/27 – 12/31/27 50%

• This Agreement is effective on the date of approval by the City Council and terminates on December 31, 2027.

Background: Pulido’s Westland Willow Park, LLC presented a request to city staff for economic incentives for a new Pulido’s restaurant at 104 S. Ranch House Rd. in Willow Park. This request was presented to City Council at the February 11, 2025 meeting during Executive Session. / Staff present a proposal to City Council for a sales tax abatement for the Pulido’s restaurant for Years 1 and 2.

WHEREAS, the City Council of the City has adopted a resolution (the “Resolution”), authorizing the City to make certain performance-based economic development grants as an incentive to the Business Developer in recognition of the positive economic benefits which will accrue to the City through the Business Developer’s efforts to renovate and operate a restaurant, called the Pulido’s Kitchen & Cantina, to be located at 104 S. Ranch House Rd., Willow Park, Texas (the “Project”); and

WHEREAS, the Business Developer estimates the total construction/renovation costs of the Project to be approximately FOUR HUNDRED THOUSAND DOLLARS ($400,000.00) and that the Project will produce annual taxable sales of approximately TWO MILLION FIVE HUNDRED THOUSAND DOLLARS ($2,500,000.00); and...

WHEREAS, the Business Developer estimates that development and operation of the Project will result in the creation of the equivalent of approximately forty (40) part-time and full- time jobs; and...

WHEREAS, the City finds that development of the Project will add significant new revenues to the City’s tax base, both and ad valorem and sales tax, and will create jobs, which will promote state and local economic development and stimulate business and commercial activity in the City thereby enhancing the economic stability and growth of the City....

4. Business Developer Obligations.... (a) The Business Developer agrees that: ... (2) The Project will be open for business no later than January 1, 2026. (b) ... the Business Developer must generate new Sales Tax and must open and operate a restaurant known as the Pulido’s Kitchen & Cantina at 104 S. Ranch House Road, Willow Park, Texas, in accordance with the terms of this Agreement.

5. Economic Development Program and Incentive Payments.

(b) Incentive Payment and Limitations. To provide an incentive to induce Business Developer to develop the Project in the City, the City will pay Business Developer an annual economic development incentive grant in an amount equal to the Sales Tax the City receives from the Project beginning on January 1, 2026 and ending two (2) years later on December 31, 2027 in accordance with the following percentages and schedule: 01/01/26 - 12/31/26 - 50%; 01/01/27 – 12/31/27 50%

WILLOW PARK The reborn Pulido’s Kitchen & Cantina restaurants will remodel a former Western wear store in Willow Park into a new Pulido’s, co-owner Bourke Harvey said. The shop at 104 S. Ranch House Road was recently a location of the Lazy J Ranch Wear shops and had previously been home to other Western wear shops, a tractor dealer and an RV dealership.

Pulido’s Mexican Restaurants, the landmark North Texas eateries that stunned devotees by shutting down in October, have been acquired by the Westland Restaurant Group and will reopen in 2024.

With locations in Fort Worth, Benbrook, Eastland, Cleburne and Hurst, Pulido’s has been a fixture on the region’s restaurant scene since 1966, renowned for authentic Tex-Mex cuisine and the restaurants’ family atmosphere.

“We are excited to continue the legacy of Pulido’s Mexican Restaurant,” Gigi Howell, operating partner of Westland Restaurant Group said in a news release. “Our aim is to preserve its essence, blending tradition with contemporary elements, as we’ve successfully done with other local favorites.”

Westland Restaurant Group’s involvement with JD’s Hamburgers, Margie’s Italian Gardens, and West Side Cafe exemplifies their commitment to enriching Fort Worth’s culinary landscape, the release said, adding that each project under Westland’s stewardship, “whether revitalizing a building’s historic charm or seamlessly transitioning a beloved café, reflects their dedication to the community and local dining culture.”

When the Fort Worth-based Pulido’s restaurants closed after 57 years, a sign on the door read, “Hopefully we will be back!”

Restaurateurs Bourke Harvey and Gigi Howell made that come true Thursday, buying the five Pulido’s locations to add to the company that owns JD’s Hamburgers, West Side Cafe and the forthcoming Margie’s Italian Gardens.

The flagship Pulido’s, 2900 Pulido St. on a side street renamed for founders Dionicia and Pedro Pulido, will be the first to reopen, Harvey said.
