During the 23 April 2024 Council Meeting [1], the council approved a renewed, April 2024-25 contract with I&E Services, Inc. for $71,460.
During the 08 March 2022 Council Meeting [2], the Council decided to transition City mowing from the City's Public Works Department to a contract mowing service. The City estimated, "an employee position would equate to approximately $41,600 + benefits." The city chose a contract with I&E Services, Inc. for $43,800 for April 1, 2022-23 and $43,800 for April 1, 2023-24.
However, this renewed contract for 2024 adds the new City Hall and the new Kings Gate Park, which has increased the services contract for April 2024-25 to $71,460.

• Background: I&E Services, Inc. was awarded the landscaping and mowing for the City in April 2022, for a two- year contract with the option to renew for up to two years more. This contract presented to City Council is for the extended professional services of landscaping and mowing for all of the City’s parks, including the addition of the newly acquired 30-acre Kings Gate Park, and the new City Hall property at 120 El Chico Trail. The additional maintenance of these properties has increased the mowing substantially, totaling $48,900/yr including City Hall and what will add $18,000 for the year for Kings Gate Park, for an annual total of $66,900. Proposed professional services contract for April 2024-25 is $71,460.
Agenda Item 6. Discussion/Action: to consider awarding a contract for Mowing & Lawn Maintenance Services for 2022-24.
• Background: To date, the Public Works Department has been mowing and maintaining the landscaped areas as are responsible by the city. Due to staffing limitations, excessive man-hours, and ongoing equipment maintenance, it is proposed that beginning April 1, 2022, these services be outsourced. An employee position would equate to approximately $41,600 + benefits.
• Staff Recommendation: Upon careful consideration of the Bids, pricing and references, Staff recommends acceptance of the Proposal from I&E Services, Inc. for $43,800 for April 1, 2022-23 and $43,800 for April 1, 2023-24.
• A motion was made by Councilman Crummel to award I & E Services, Inc a contract for Mowing & Lawn Maintenance Services for 2022-24. Councilman Young seconded the motion. The vote to approve the motion was unanimous.
