Willow Park Drainage Improvement Project Complete.

Summary: In 2019, the antiquated storm water drainage system in Willow Park began its transformation to a much needed, suburban, efficient system. Implementation of Phase 1 started early 2023 and Phase 2 was announced completed during the 23 April 2024 Council Meeting. In August 2022, the council approved debt not to exceed $4,250,000 to finance the costs designing, constructing, acquiring, improving, enlarging, and equipping the City’s municipal drainage utility system.

In 2019, the antiquated storm water drainage system in Willow Park began its transformation to a much needed, suburban, efficient system. Implementation of Phase 1 started early 2023 [1] and Phase 2 was announced completed during the 23 April 2024 Council Meeting. [2]


During the 23 August 2022 Council Meeting, the council approved a Combination Tax and Revenue Certificates of Obligation for $4,250,000 [1 and 3]

The total contractual constructions costs for the Willow Park Drainage Improvement Project were as follows:

• Project 1 - $731,035.00

• Project 2 - $1,018,595.00

 Channel F - Roadside ditch and culvert improvements along Stagecoach Trail between Chuckwagon and Pony Express Trail were removed from the project. Cost removed $74.5K [3]


Phase 1

Master Drainage Plan Map, Nov 2019

The first Master Drainage Plan was presented at the 12 November 2019 Council Meeting, and during the 13 December 2022 Council Meeting, the council award Phase 1 of the 2022 Drainage Improvements Project to Humphrey & Morton Construction Company.

The total contract will include the following amounts:

• $158,581.00 (Bid Schedule A), improvements to the Pleasant Ridge culvert crossing near El Chico

• $52,874.00 (Bid Schedule B), regrading of an earthen channel from Sam Bass Road to Squaw Creek Road

• $519,580.00 (Bid Schedule C) improvements in the channel along the eastern city limits flowing to El Chico for a total project cost of $731,035.00.




Phase 2 

On schedule, during their 13 June 2023 meeting [4], the city council awarded the Phase Two of the Willow Park Drainage Project to JRM Construction [Jim Martin, Ron L. Hughes, Railhead Reality company] ... in the amount of $1,018,595.00


 Projects for the Phase Two Drainage Contract:

• Reclaiming the channel off of Crown Pointe

• Ditch improvements along Stagecoach Trail * Removed [2]

• Culvert upsizing on El Chico Channel and at Surrey Lane

• Reclaiming drainage channel beside EPCC at IH20 culvert crossing

• Ditch improvements on Chuckwagon Trail at IH20

• Reclaiming channel off of Castlemount and above Willow Park North

• Ditch improvements on Vista Drive, Coronado Court, and Live Oak Road

 Channel F - Roadside ditch and culvert improvements along Stagecoach Trail between Chuckwagon and Pony Express Trail were removed from the project. Existing utilities in the right- of-way (AT&T, gas, water, and sanitary sewer line) were found to conflict with the proposed improvements. The costs of relocating all these utilities outweighed the benefits. After careful consideration, staff recommended not moving forward with the Stagecoach Trail drainage improvements. Cost removed $74.5K

... the adoption of an ordinance authorizing the issuance of such certificates in the amount not to exceed $4,250,000 to finance the costs of paying contractual obligations to be incurred for (i) designing, constructing, acquiring, improving, enlarging, and equipping the City’s municipal drainage utility system, including any repair, replacement, and relocation of streets and utilities in connection therewith, and the acquisition of land and rights-of-way therefor, and (ii) professional services rendered in relation to such projects and the financing thereof."
