Wastewater Project: Effluent Line

Summary: To diminish the effects of effluent water in the Clear Fork Trinity River, which runs through the back yards of our southern neighbors, Willow Park is building a pipeline from the new Willow Park Wastewater Treatment Plant to the retention pond at the Squaw Creek Golf Course.

Effluent Water line and lift station from the new Wastewater Treatment Plant to the Squaw Creek Golf Club

Note: The Willow Park Wastewater Treatment Project consists of four projects: the new plant (WWTP), the effluent lines to the Squaw Creek Club, an extension of wastewater lines under I20, and wastewater lines along Bankhead South. To diminish the effects of effluent water in the Clear Fork Trinity River, which runs through the back yards of our southern neighbors, Willow Park is building a pipeline from the new Willow Park Wastewater Treatment Plant to a retention pond at the Squaw Creek Golf Course.


During the 14 February 2023 Council Meeting (Agenda Item 14), the city awarded "a base bid schedule A through D for the Wastewater Effluent Line to B&L Construction Company for a total of $1,383,285.00" to install "approximately 5,200 linear feet of 10-inch HDPE effluent force main, 1,980 linear feet of 12-inch HDPE effluent source main, an effluent lift station and associated appurtenances.

The location of the new Wastewater Treatment Plant "just a few hundred yards from the current site" is at 300 Crown Pointe Blvd, Willow Park, TX 76087.


The Effluent Line runs from the new Wastwater Treatment Plant, south and east of Crown Road but does not cross it. The retention pond at the Squaw Creek Club golf course lake is a discharge point for the City’s effluent water. This arrangement does not "typically include an effluent purchase." About half of the effluent water from the WWTP will be released as usual into the Clear Fork Trinity River and, with the new wastewater effluent line, half of the effluent water will be piped to the Squaw Creek Golf Club to their retention pond. [24 January 2023 Council Meeting]

During the 23 August 2022 Council Meeting, the Effluent Line project was included in a review of the city's Capital Improvement Projects.

Effluent Line to Squaw Creek, Q1 Report, 23 April 2024 Council Meeting,

Last week, the contractor, B&L as well as staff from the City and Jacob and Martin, met to test pump the lift station at the New WWTP. It was found that the pumps had a failure and showed water in the electrical system. In order not to cause damage, it was decided not to test at that point. They did complete the walkthrough of the lift station and effluent line to Squaw Creek.

The pumps were pulled that same day and taken back to the electrician’s shop. When they broke down the pumps, water was found in the housing but because the pumps had not been run, there was no damage located. The plan is to bake the pumps, which will remove any remaining moisture. They will then be put back together and brought back. Once they are refitted into the lift station, we will schedule a time to meet and proceed with the testing portion.

If the pumps test good and B&L completes the punch list, the effluent project will be complete.


• During the 08 August 2023 Council Meeting agenda item 5. Discussion/Action: to consider redirecting the American Rescue Plan Act (ARP Act) funding administered by the U. S. Department of the Treasury, other Federal or State Agency from the new sanitary sewer line along Bankhead Highway to the Wastewater Effluent Line Project. "The council approved the redirecting of $665,153 from the American Rescue Plan Act funds at the request of Assistant City Manager Bill Funderburk. Originally meant for the sanitary sewer line along Bankhead Highway, they will now be diverted to the wastewater effluent line project that ties into Squaw Creek Golf Course."The Community News

• During the 24 January 2023 Council Meeting (Agenda Item 8), the city "award construction contracts to JRM Construction Services, LLC, and RK Construction, LLC for the Wastewater Effluent Line project." However, the bid was adjusted during the 14 February 2023 Council Meeting.
