The next step in rezoning the Willow Park Church of Christ will be a P&Z Meeting, Tuesday, 20 February, 2024, and then a Council Meeting, Tuesday, 27 February, 2024. The City will be considering and taking action on a new rezoning request for the Church, from Residential Zone to Planned Development Zone. [*2]




The rezoning of the Willow Park Church of Christ has been announced in an email from the City [*1], albeit to a limited number of Willow Park residents.


The applicants -- the Aledo Legacy LLC [4] and the Willow Park Church of Christ [3] -- have withdrawn the request for a Commercial Office Zone [2] and replaced it with a request for a Planned Development District Zone [2].


The City will be holding two (2) Public Hearings to consider and take action on the request.


The two (2) City meetings are as follows:

Planning & Zoning Commission 

• Tuesday, 20 February, 2024, 6 p.m., El Chico City Hall.

Please be advised that the Zoning Change Application for the Willow Park Church of Christ property at 721 Ranch House Rd, from R-1 to Commercial-Office has been withdrawn by the Applicant. It has been replaced with a Planned Development Application for a zoning change from R-1 to Planned Development District.

The Public Hearings will be heard and presented to the Planning & Zoning Commission on Tuesday, 2/20/24 and City Council on 2/27/24. I have attached the Notice of Public Hearing which will be mailed to each of you who was at the Town Hall Meeting, as well as those within 300 ft. of the property, upon the request of Councilman Gilliland, exceeding the 200 ft. state requirement. The Notice of Public Hearing for the City Council meeting is due for publication in the Community News on Friday, 2/09/24, and both Notices will be posted to the bulletin board on the front of City Hall on Friday, 2/09/24. All actions regarding the Notices are compliant or exceed state law. The Agendas and Packets for each public meeting, which includes the supporting documents for each Agenda item, is posted on our website at least 72-hours prior to each meeting (for a Tuesday evening meeting, the postings will be published by 5:00 p.m. the Friday before). • (a) Use regulations.

• (1) The “PD” Planned Development District is a specialized zoning concept which has two specific uses:

• (A) To set aside large parcels of land to be used for the development of mixed uses or special uses which will require approval of the planning and zoning commission and city council.

• (B) To produce an overlay district to be used in conjunction with an existing base zoning district regardless of size, for the purpose of land uses which may require special controls to avoid interference with existing or planned uses.

 "Banks, financial institutions;

• Blueprinting or photostatting (not greater than 2,500 square feet);

• Caterer or wedding service (no on-site food preparation);

• Real estate offices;

• Professional offices (architectural, drafting, engineering, accounting, legal, insurance, medical and dental clinics);

• Artist’s studios; Museums, libraries, fine art centers, and similar cultural facilities;

• Special exception uses after recommendation by the planning and zoning commission and approval by the city council;

• Installations owned and operated by the City of Willow Park, Parker County, the State of Texas or public utility companies, which installations are necessary for the public safety, governmental services or the furnishing of utility services including, without limitation, communications towers and water towers, are permitted in all zoning districts."
