The new Willow Park City Hall is getting a new frontage facelift.

The new Willow Park City Hall is getting a new frontage facelift.


The El Chico City Hall has a new conceptual schematic design for the City Hall's parking lot frontage.  


During the 12 December 2023 Council Meeting, the City hired Westwood Professional Services, Inc. to create plans for design development and construction, in "an effort to beautify the frontage of City Hall with landscaping and increase the parking area." [*2]

During the 25 June 2024 Council Meeting, Westwood Professional Services Dorothy Westwood and Glenda Arroyo presented a design plan, "whose cost estimate is approximately $1,054,700. This total allocates $110,550 for demolition and site preparation, $351,400 for street pavement, $132,950 for layout design, $59,000 for lighting and electrical, and $161,000 for planting and irrigation, and includes a 30% contingency. Upon design approval, Westwood is prepared to continue forward with the 60% Design Development and 90% to Final Construction Plans, scopes of services which are included in their Contract." [*1]


According to the The Community News, "City Planning and Development Director Toni Fisher noted the work will increase the parking lot width from 31 feet to 76 feet, the box for payments to the city will be relocated so people don’t have to drive around the building, and signage with individual highlighted letters will spell out Willow Park on a raised flower bed. Fisher added that a corner of the project will be reserved for possible park space in the future." [3]

Background:


In December 2023, [12 December 2023 Council Meeting, Source 3] City Council approved the Contract with Westwood Professional Services, Inc. for Civil Engineering and Architectural Services to beautify the frontage of City Hall with landscaping and increase the parking area.

Dorothy Westwood and Glenda Arroyo of Westwood presented City Staff with the attached conceptual design plan, whose cost estimate is approximately $1,054,700. This total allocates $110,550 for demolition and site preparation, $351,400 for street pavement, $132,950 for layout design, $59,000 for lighting and electrical, and $161,000 for planting and irrigation, and includes a 30% contingency.

Upon design approval, Westwood is prepared to continue forward with the 60% Design Development and 90% to Final Construction Plans, scopes of services which are included in their Contract.

[*2] 12 December 2023 Council Meeting, Agenda Item 7. Discussion/Action: to approve a contact proposal for professional services with Westwood Professional Services, Inc.

Background:

In an effort to beautify the frontage of City Hall with landscaping and increase the parking area, City Staff reached out to Dorothy Witmeyer of Westwood Professional Services, Inc. (previously Pacheco Koch) for help.

After meeting with Staff and understanding our requests for site improvements, Dorothy presented us with the attached proposal for Civil Engineering and Architectural Services, with optional assistance with Utility Plan, Electrical Engineering, and Structural Engineering. This proposal does not include the surveying of this area as this has already been done by Jacob & Martin at Staff’s previous request.

The total for the Civil Engineering and Architectural Services is $72,600, with an additional $16,000 for the optional services of Utility Plan, Electrical Engineering, and Structural Engineering, for a total of $88,600. These funds are available within those appropriated for the improvements to City Hall upon its purchase.

Parking lot/City Hall beautifiction

Following up on a decision by council this past December, on Tuesday they approved moving forward with the contract with Westwood Professional Services, Inc. for the design portion of civil engineering and architectural services to beautify the frontage of Willow Park City Hall. This will include landscaping and increasing the parking area.


The cost estimate for the overall work is about $1,054,700, which includes demolition and site preparation, street pavement, layout design, lighting and electrical, and planting and irrigation.
