The Beall Development is now Willow Park. Let the development begin.


Summary: The Beall Development has been officially welcomed into the City of Willow Park. The 317 acres of Dean Ranch, at the southwest corner of I20 and Highway 1187, were accepted for annexation into the City limits during the 11 February 2025 Council Meeting. The "transformative $500 million, mixed-use project will be the largest development in Parker County." And while completion isn't expected for decades, the first business and residential offerings should be available in 3 to 4 years.

The Beall Development is now Willow Park. Let the development begin.


During the 11 February 2025 Council Meeting [1], the Beall Development [2] was officially welcomed into the City of Willow Park. The 317 acres of Dean Ranch, at the southwest corner of Interstate 20 and Highway 1187, were accepted for annexation into the City limits.


In addition, the 10 acres of East Bankhead Highway that makes the Beall development contiguous to the City of Willow Park city limits, was also annexed into the City of Willow Park; this East Bankhead Highway right-of-way allows the City to run water and wastewater to the Beall Development. [1, 2] The City will assume debt "up to $5,135,000 to provide water and wastewater." [5]


"This will completely change the trajectory of Willow Park," announced City Administrator Grimes during the 12 November 2024 Council Meeting. [3]

 The "transformative $500 million, 317-acre mixed-use project will be the largest development in Parker County. [6]


The City indicated these annexations were the culmination of work with the Beall Development that started in September 2023. [1] However, the Citizens of Willow Park had their first notice of the City's work with Beall Development as a short, Executive Session Agenda Item in the 27 February 2024 Council Meeting, "Executive Session Agenda Item 12. 551.087 - Economic Development Negotiations; 551.071 Consultation with City Attorney; Beall Development Agreement. The full results of these negotiations, emerging Athena-like, were introduced to Willow Park Citizens during a lengthy presentation at the 12 November 2024 City Council Meeting. [3, 5]


And now the actual physical development begins. According to the original Beal Development announcement, the first business and residential offerings should be open in three to four years, but full build-out isn't expected for decades. [5]


Beall Development will offer commercial entertainment, restaurants, fast food, retail commercial offices, fuel and convenience store, grocer, etc, 79 single family lots, garden multi-family residences, and neighborhood park. [5]


Beall Development is planning Light Industrial and Commercial along I20 (Entertainment, Restaurants, Fast Food, Retail Commercial Office, aFuel and Convenience Store, and Grocer),  and Single Family and Garden Multi Family (Neighborhood Park, 79 single family lots and garden multi family) along East Bankhead Highway side.

 The "transformative $500 million, 317-acre mixed-use project will be the largest development in Parker County. Willow Park plans to create a public improvement district and issue bonds to cover infrastructure costs. Those initial costs will be repaid from property taxes collected from homes and businesses in the district. The city and the developer also agreed to a Tax Increment Reinvestment Zone, which will rebate property taxes to the developer by 50% over a 40-year period."
