Summary: The City is preparing for TxDOT to start work on rebuilding the Kings Gate Bridge. Two small pieces of property, about an acre total, are being purchased in order for TxDOT to have enough land for easement rights to widen the Bridge. TxDOT construction should be started and be completed by TxDOT in 2025. (Includes August and September Council Meetings.)
Project
Kings Gate Road Bridge and 100 feet of Kings Gate Road on either side of the Kings Gate Road Bridge are the maintenance and construction responsibility of the Texas Department of Transportation, TxDOT. Although the Kings Gate Bridge is not part of the Willow Park Street Improvement Project; Willow Park has partnered with TxDOT to replace the bridge within a few years of Willow Park's King Gate Road improvement project, which began March 2023.
According to TxDOT
The "Bridge length and width is approximately 109' long and 44' wide, (2 - 12' lanes, with 2 - 8' shoulders, 1' offset to each bridge rail and 1' width for each bridge rail)."
The TxDOT design is 30% complete as of April 2023 but has not been given TxDOT construction project number.
TxDOT is planning to have the design completed and put the project up for bid (letting date) by July 2024.
TxDOT is currently planning to compete the Kings Gate Road Bridge reconstruction in 2025.
"In 2019, we provided matching funds to replace the Kingsgate Bridge. As of today, TXDOT has indicated that the bridge should be completed in 2025. The improvements to Kings Gate Road, that the City will be working on in the coming months, will align with the improvements that TXDOT will have on the bridge. King’s Gate next step
The next step in the widening of the Kings Gate Road Bridge was taken by council as they approved hiring the appraisal services of Cultivate Real Estate and ML&M Realty Advisors, LLC.
The Uniform Relocation Assistance and Real Property Acquisition Policies Act, commonly called the Uniform Act, states that before the initiation of negotiations, the local government must appraise the property. Additionally, before a good faith offer is made, a qualified review appraiser must examine the presentation to assure that they meet all applicable appraisal requirements.
In other words, Cultivate will prepare the value appraisals and ML&M will review their work to insure accuracy.
For both levels of appraisal, the City of Willow Park must use appraisers approved by the Texas Department of Transportation (TxDOT).
The total cost for the appraisal services is $8,000 ($6,000 to Cultivate, $2,000 to ML&M).
In October, the council approved amending an advance funding agreement with TxDOT to widen the King’s Gate Road Bridge over the Clear Fork Trinity River. The bridge is included in the off-state system federal-aid Highway Bridge Replacement and Rehabilitation Program.
The State of Texas, acting through TxDOT and the City of Willow Park, executed an advance funding agreement on March 10, 2021, for work on the bridge. City officials said it became necessary to amend the agreement to match the width added to King’s Gate Road, which is about 15 feet on each side.
