Sam Bass Road Drainage Issues. Needed Changes brought to City Council by Willow Park Citizens.

Several Residents of Sam Bass Road have set an example for all Willow Park Citizens on how to bring an issue to the City Council.
During the 14 November 2023 Council Meeting, Public Comments, Dave Laurenzo and Cindy Voorhees of Sam Bass Road spoke of the drainage issues on Sam Bass Drive and on West Stagecoach Trail. Some of the current drainage issue are caused by the current City road improvements on Sam Bass Road and some issues are long standing issues, caused by gas pipeline owners of City street utility easements.
Laurenzo's presentation (below and in .pdf and at 5:47 of the meeting Facebook video) gave the Sam Bass Road drainage history, details, plans for needed changes, including detailed photos, and a specific request to the City Council to place these drainage issues on the Council agenda, "for discussion and action."
The presentation succeeded on the first request of Council attention; during Informational Council Comments of the 14 November 2023 Council Meeting, Mayor Pro Tea asked the City Administrator to research and bring details to the Council. In addition, during the 28 November 2023 Council Meeting, Mayor Pro Tem Young requested an update from Staff on drainage issues that have been brought to the city council and for this agenda item to be placed on an immediate council agenda.

• Houses and properties on the north and south sides of Sam Bass (near 133) flooded with any significant rain
• Issues identified
• Massive runoff from properties on Trinity Drive (and Ranch House North) flowing through yards converging on 124 Sam Bass (Casey Property)
• Small Cross culvert pipes in front of 133 Sam Bass Property (Laurenzo Property) flood the property up to the house
• Widespread flooding of the Cross Timbers property
• Poor drainage in West Stagecoach Trail

• Drainage issues identified and an engineering plan was developed

• Removal of Cross Culvert Pipes in front of 133 Sam Bass
• Addition of Two 24" Cross Culvert Pipes east of 133 Sam Bass driveway
• Enlarging and regrading the North to South Drainage Ditch
• Redirecting the Revised Drainage Ditch into the West Stagecoach Street Drainage Ditch
• Regrading the associated street ditches on the north and south sides of Sam Bass

• Current Drainage Ditch does not have adequate "fall" to ensure water drains
• There is significant standing water along the ditch (4 weeks after the October rain)
• High point in West Stagecoach Drainage ditch by Pipeline blocking water
• Additional negative effect of 133 Sam Bass (rear property driveway) flooded
• N-S drainage ditch blocked from flowing east and flows west on West Stagecoach

• Cross Culverts removed
• New 24" Cross Culverts Installed
• No resolution or plan for drainage along West Stagecoach Trail

2) Survey the drainage channel again for a minimum grade to prevent water pooling. (The as-built should match the as-designed)
