Last week, the Crown Road Neighborhood Street Project put out a call for feedback, from Crown Road residents, about the newly installed Speed Humps on Crown Road. [1] The neighborhood feedback is summarized by the Neighborhood Street Project as follows: "Strong support was expressed for the original plan of 7 speed humps on Crown Road to effectively control speeding, in accordance with the Council-approved engineering design." [2]

In addition, below is a 23 October 2024 open letter from the Crown Road Neighborhood Street Project with a summary and details of the Neighborhood Street Project meeting with Willow Park Mayor Moss.


During the 11 June 2024 Council Meeting [2] the Council voted unanimously to address one of the repeated Citizen complaints about the newly cemented roads by installing 7 Speed Humps on Crown Road.


During September 2024 correspondence between the Neighborhood Project and the City [3], the City administrator documented the change from 7 Speed Humps to 3 Speed Humps, "Speed Humps – The City has authorized Elite Asphalt (contractor) to proceed with the installation of asphalt speed humps on Crown Road... We anticipate installation of the three (3) speed humps to begin in the coming weeks... WPPD will continue to monitor the speeds along the road and reevaluate as needed. [2]


In addition, in the 23 October 2024 open letter from the Crown Road Neighborhood Street Project below, the City explains their decision to reduce Crown Road Speed Humps from 7 to 3.


The neighbors, who live on Crown Road and adjacent Ranch House Road in Willow Park, have spent most of 2024, speaking during a half dozen Council Meetings, submitting several petitions, and demanding attention from the City, all to restore the form and function of their properties damaged or changed by the City's Street Improvement Project. As promised, sharing back with you all the results of the email poll regarding the speed humps. [T] and I plan to schedule a meeting with Mayor Moss to discuss the results of your feedback. We will report back to you the outcome of that engagement. On behalf of both myself and Teresa, we sincerely appreciate your time and effort to provide your feedback. We will represent your inputs candidly and without bias as advocates for our community. Please read summary below and grab a cup of coffee to read through individual emails in the attached document [.pdf] if you choose to do so. The feedback we received was significant!


The attached document provides a summary of all responses to the email poll sent to residents who live between 31 & 96 Crown Road. The purpose of the email poll was to gauge sentiment from owner/resident perspectives on the effectiveness of the 3 currently installed speed humps. Responses were emailed to [E] and [T] between 13-20 October 2024. The message bodies of the original poll email and response emails are included in the attached document.

Email Responses Received: 16

Number of Residences between 31 & 96 Crown Rd: ~30

Percent Feedback: ~53%


Responses FOR Additional Humps: 12 (75%)

Responses AGAINST Additional Humps: 2 (12.5%)

Neutral Responses: 2 (12.5%)

Of the email responses FOR additional speed humps, the following common concerns were raised:

1. The majority of residents expressed support for installing additional speed humps, citing safety concerns and the need for traffic calming across the entire length of Crown Road. Overall sentiment is that 3 is inadequate.

  2. Strong support was expressed for the original plan of 7 speed humps on Crown Road to effectively control speeding, in accordance with the Council-approved engineering design

  3. Residents expressed frustration that the City reduced the number of speed humps from 7 to 3 without proper communication or explanation and contrary to engineering design

  4. Concerns were raised regarding City Management not following Council’s public decision

  5. Several responses indicated a concern about the City’s priorities. Some believe the decision to reduce to 3 was budget-driven, while others believe it is to protect the City’s desire to keep Crown as a thoroughfare. Summarily, those concerns were voiced along with a belief that the City is not prioritizing the safety or well-being of its residents with the decision to only install 3 humps.

  6. Several responses voiced discontent with lack of follow-up by the City to see if the speed humps are working to enforce the speed limit. There has been no police presence or equipment placed to monitor.

  7. Some responses indicated an interest in continued engagement at Council Meetings or taking this issue to social media or news outlets if the City does not follow through with the original plan


Of the two email responses AGAINST additional speed humps, the following individual concerns were raised:

  1. One does not like speed humps and would prefer Willow Park Police to enforce the law

  2. One mentioned that they do not like having a speed hump in front of their house and indicated that noise increased in their yard, albeit not significantly - therefore three is plenty


Of the two NEUTRAL email responses, the following individual points were made:

  1. One response indicated that the resident was very happy with the 2 humps in their location and they would be ok with or without adding more humps

  2. One resident was uncertain if 3 humps are the right number or not since they haven’t spent much time outdoors lately, but voiced their absolute frustration with the City for their lack of communication on the matter.

- T and I met with Mayor Moss on Monday 21 Oct. Our purpose for this meeting was to present your candid and unbiased feedback to him as Mayor, leader of City Council and Staff for his consideration. His approved talking points and feedback from that meeting are included [in .pdf].


- City Manager Grimes sent us an email after our meeting with Mayor Moss. In his email, he summarized the City’s decision for going from 7 to 3 humps and their plan for follow-up action.


- Added an additional neighbor survey feedback email response that we received after the original emails were compiled. Total feedback now: 17 responses - 13 FOR adding humps in accordance with Council decision / 2 AGAINST / 2 Neutral – 57% of Crown Rd residences captured by survey

Willow Park Civics Sources and Resources

The Crown Road Neighborhood has sent a letter (below) requesting feedback, from Crown Road residents only, about the newly installed Speed Humps on Crown Road. This Neighborhood has spent most of 2024 working with the City to restore the form and function of their properties damaged or changed by the City's Street Improvement Project. Details in linked blog.


On 26 September, 2024, the City of Willow Park posted a Road Work Notice indicating the installation of the Crown Road Speed Humps will be started and completed on 27 September, 2024. The original plan was to install seven Crown Road Speed Humps in order to calm the traffic speed to the posted 30 mph.  However, the City subsequently changed the number of Crown Road Speed Humps from seven to three, and then monitor and reevaluate as needed.

The new cement streets in Willow Park are tempting drivers beyond that which they can bear -- and some bear down our 30 mph residential streets at 80 mph. Thanks to Willow Park Citizens, who keep bringing the problem to the City, the Willow Park Council has approved a new Speed Hump Policy and are starting installation of Speed Humps on Crown Road.
