Parker County Brewing Co gets Chapter 380 financing from City, even though opened 2018.


The City of Willow Park has granted up to $200,000 in sales tax rebates as City financial incentives to a company already establish in the City. In July, the City Council approved a Chapter 380 agreement with Second Empire Brewery, LLC aka Parker County Brewing Company, who has been a popular restaurant since 2018.


Parker County opened on Super Bowl Sunday 2018 [1], as an anchor store at The Shops at Willow Park in the Wilks' Willow Park North Development.


So well visited, in February 2023 the Brewing Co. started planning to expand to a free-standing location on the corner of Kings Gate Road and Frontage Road. [2] However, delays and issues with Texas Department of Transportation, TXDot, made the owners of the Brewing Company reconsider that location.


And when the Parker County Ice House (210 Willow Bend Drive, Willow Park, TX) folded in October 2023 [3], the Brewing Co. saw a ready-made location. However, when the planned soft opening in March 2024 didn't happen as planned, the community was disappointed and impatient for news.



That news came from the Executive Session of the 23 July 2024 Council Meeting, when the City announced they had "approved the Second Empire Brewing, LLC [aka Parker County Brewing Company [5]] Chapter 380 agreement." [4]


The 23 July 2024 Council meeting was the first time the Chapter 380 agreement for Second Empire Brewing, LLC had been shared with the public.

The annual payments to Business Developer under this Agreement, collectively, shall not exceed Two Hundred Thousand Dollars ($200,000.00)


According to Texas State law, "Chapter 380 of the Local Government Code authorizes municipalities to offer incentives designed to promote economic development such as commercial and retail projects. Specifically, it provides for offering loans and grants of city funds or services at little or no cost to promote state and local economic development and to stimulate business and commercial activity." [7]


The City of Willow Park already has two Chapter 380 financial incentive agreements and both have plans to bring new jobs and new services to Willow Park.

 • The first is with UNCO for the new Standard Services restaurant and recreation area to Willow Park south of I20. [8]

• The second is with Profrac "the leader in providing hydraulic fracturing services," who will bring new property taxes and "200 new jobs into the City." [9]


In addition the City of Willow Park has one TIRZ agreement with Wilks Development, which brought the new The Shops at Willow Park and the new single family housing, apartments, and townhouses of Willow Park Park North.

WHEREAS, the City Council of the City has adopted a resolution (the “Resolution”), authorizing the City to make certain performance-based economic development grants as an incentive to the Business Developer in recognition of the positive economic benefits which will accrue to the City through the Business Developer’s efforts to develop and establish an approximately 6,100 square foot restaurant, called the Parker County Brewing Company, to be located at 210 Willow Bend Drive, Willow Park, Texas (the “Project”); and

WHEREAS, the Business Developer estimates the total construction/renovation costs of the Project to be approximately SEVEN HUNDRED SIXTY THOUSAND DOLLARS ($760,000.00) and that the Project will produce annual MILLION DOLLARS ($3,000,000.00); and taxable sales of at least THREE MILLION DOLLARS ($3,000,000.00); and

WHEREAS, the Business Developer estimates that development and operation of the Project will result in the creation of the equivalent of approximately fifty (50) to sixty-five (65) part-time jobs and seven (7) to ten (10) full-time jobs; and

(b) Incentive Payment and Limitations. To provide an incentive to induce Business Developer to develop the Project in the City, the City will pay Business Developer an annual economic development incentive grant in an amount equal to the Sales Tax the City receives from the Project beginning on January 1, 2025 and ending five (5) years later on December 31, 2029 in accordance with the following percentages and schedule:

During the 14 December 2021 Council Meeting, Willow Park signed a Chapter 380 Agreement with UNCO (UNCO), the owner of Standard Services Restaurant and several other restaurants. During the February 2023 Planning and Zoning Commission Meeting, Willow Park residents had our first look at Standard Services Willow Park.


ProFrac,"the leader in providing hydraulic fracturing services," is building its new corporate office in Willow Park North, supported by Chapter 380 financial incentives (*2) between Wilks Development and the City of Willow Park. The new ProFrac corporate office is planned as follows:

• about 60K square feet,

• located just east of the Ground for Hounds (not far from the current HQ in The Shops at Willow Park)

• bring 200 new jobs into the City

• completed by the first of January 2025.
