In February 2024 Wilks Development sold its remaining 40+ acres of residential property to Clarity Homes. This March 2025, Phoenix Realty Investments, LLC, has proposed the subdivision plat of “The Reserves at Trinity” for Phase 2, consisting of approximately 45.37 acres for 84 residential lots for single-family detached homes. Phoenix Realty Investments, LLC is the applicant and property owner, and Clarity Homes is the builder.

Summary: Wilks Development recently sold its remaining 44 acres of residential property to Clarity Homes, who now plans to build 80 homes in the second phase of The Reserves at Trinity; development will begin in early fall. Lot sizes will vary, and prices will range from the upper $400,000 range to the $600,000.

1. Discuss and Take Action on reducing the boundaries of the Tax Increment Reinvestment Zone Number One. The Tax Increment Reinvestment Zone Number One (TIRZ) was created by Ordinance 739-16 on October 25, 2016. The TIRZ #1 consists of 230.84 acres of land generally located along the Meadow Place Drive between the Kings Gate Road and Crown Road. The owner is proposing to remove 47.42 acres withing the TIRZ.
The first step in this process will be for the TIRZ Board to meet and make a recommendation to the City Council.
The City Council will hold a Public Hearing on December 14, 2021 to consider comments regarding the exclusion of the property and amending the Zone.
On the morning of 18 November, the TIRZ meeting was cancelled "per the applicant’s request."
• Willow Park Civics Note: The 47 acres to be removed are to the west of Willow Park North The Reserves single family homes, and includes about half of the planned public trails and parks that were in the original 2016 TIRZ plans. Also removed will be the completion of Meadow Place Drive through to Crown Pointe Blvd.

• What Are Tax Increment Reinvestment Zones (TIRZs)?
Tax Increment Reinvestment Zones (TIRZs) are special zones created by City Council to attract new investment in an area. These zones help finance costs of redevelopment and promote growth in areas that would otherwise not attract sufficient market development in a timely manner.
• Overview The Tax Increment Reinvestment Zone Board does the following duties:
-Ensures compliance of Chapter 311 in the Texas Tax Code for the operation of the TIRZ district
-Carries out other tasks designated by the Willow Park City Council
-Reviews the annual report to be distributed to the attorney general and Parker County
-Reviews project and finance plans makes recommendations to City Council for approval

Economic Factors and the Next Year’s Budgets and Rates
For fiscal year 2020-21, the City's steady commercial and residential growth will insure the increase of ad valorem tax revenues and sales tax revenues. Newly completed single-family homes and retail construction have been completed as well as other projects underway are continuing to improve the tax base for Willow Park.
Development has continued on the biggest and most dynamic project ever planned for Willow Park, the Wilks Development. This Tax Increment Financing Zone (TIRZ) project will include retail, residential, entertainment, and recreational facilities that will be financed by the development's incremental tax value increase
