Haney Development, south of Bankhead, is bringing its new commercial growth to Willow Park by requesting annexation into the City limits.

During the 14 November 2023 Council Meeting, the Haney Development, owned by Dustin & Jayme Haney (DK Haney Roofing,) requested annexation into the City of Willow Park. With Fortified Fitness (9744 E Bankhead Hwy) already in Lot 1 and a large pond on Lot 2, which the Developer is "planning to keep and use as some sort of amenity," the Haney Development forecasts a great addition to Willow Park commerce.


Satisfying the tedious but legal process of joining Willow Park, during the 08 August 2023 Council Meeting [below], the Haney Development requested to be annexed from Aledo ETJ to Willow Park ETJ with plans to be annexed into the City of Willow Park proper. The Council accepted the four tracts of land, totaling 31.247 acres, into its extraterritorial jurisdiction ETJ, and approved the Developer’s Agreement.


During the 17 October 2023 P&Z Board Meeting [below], the Haney representative explained the property is currently in Aledo ETJ but the property owners want city utilities the City of Aledo can not provide. The City of Willow Park can provide city water to the property, so the owners requested to be annexed into Willow Park. Willow Park already has water lines on the south side of Bankhead Hi. and the owner will be putting in 4" force main pipe to the closest Willow Park wastewater lift station.

Fortified Fitness (9744 E Bankhead Hwy) is already doing business in Lot 1.


Lot 2 has a pond, which the Developer is planning to keep and use as some sort of amenity. The Developer is planning to keep all lots under one management and is "pushing" forward with plans that MAY include "public use or entertainment." However, no decisions on use, other than Fortified Fitness have been finalized.

Agenda Item 5. Consider and take action on a resolution declaring the City's intent to begin [Haney] annexation of approximately 7,815 feet, comprising 10.95 acres of East Bankhead Highway, directing City staff to prepare a service plan and scheduling two public hearings on the proposed annexation.

Agenda Item 6. Consider and take action on a resolution accepting the annexation petition from Dustin Kyle Haney and Jayme Lynne Haney requesting annexation of an approximately 31.247 acre tract, directing City staff to prepare and negotiate an annexation services agreement and scheduling a public hearing on the proposed annexation.

• Background: On August 8, 2023, City Council accepted the four tracts of land, totaling 31.247 acres, situated in the Eliza Oxer Survey, Abstract 1031, owned by Dustin and Jayme Haney, into its extraterritorial jurisdiction, and approved the Developer’s Agreement. Within this Agreement was Petition for Annexation into the City of Willow Park as soon as the property was eligible for annexation. / This Resolution represents the City’s intent to annex East Bankhead Highway to the Haney properties, to annex them into the City of Willow Park.


Agenda Item 3. Consideration & Action: Preliminary Plat for Lots 1-5, Haney Complex, being 31.247 acres, Eliza Oxer Survey, Abstract No. 1031, in the Extraterritorial Jurisdiction of the City of Willow Park, Parker County, Texas.

Background: Applicant and surveyor, Scott Crawford of Baird, Hampton & Brown, Inc., along with the property owners, Dustin & Jayme Haney, propose to plat 31.247 acres, located south of East Bankhead Highway, Eliza Oxer Survey, Abstract No. 1031 Survey into Lots 1 through 5. This subdivision is within the City’s extraterritorial jurisdiction, and therefore, required to be submitted to the City for plat approval (Subd. Ord. Sec. 10.02.001).

Agenda Item 6. Discussion/Action: to approve a joint ordinance and extraterritorial jurisdiction (“ETJ’) boundary agreement with the City of Aledo to release and transfer a 31.247 acre tract of property to the City of Willow Park’s ETJ.

Background: At their last City Council Meeting, the City of Aledo agreed to release from their extraterritorial jurisdiction by Joint Ordinance and Boundary Agreement the four tracts of land totaling 31.247 acres, situated in the Eliza Oxer Survey, Abstract 1031 (see Exhibit “A”), and owned by Dustin K. and Jayme L. Haney, Co-Trustees of the Haney Revocable Trust.

Agenda Item 7. Discussion/Action: to consider a developer’s agreement with Haney Revocable Trust, Dustin Kyle and Jayme Lynne Haney, Co-Trustees, for the annexation and development of 31.247 acres of property to be located in the City of Willow Park Extraterritorial Jurisdiction.
