Summary: As of April 2024, Phase 2 of the Drainage Improvement Project is completed, which also completed the entire Willow Park Drainage Improvement Project. During their 13 June 2023 meeting, the city council awarded the Phase Two of the Willow Park Drainage Project to JRM Construction, in the amount of $1,018,595.00. Phase Two is the remainder of the current 1 to 5 year Master Drainage Plan, established in the 12 November 2019 Council Meeting.

2022 Drainage Improvements, Phase II

• Engineer: Jacob and Martin, LLC

• Contractor: JRM Construction Services, LLC

• Original Contract Amount: $1,018,595

• Project Description: The project consists of installing new culverts, grading approximately 23,520 square yards of drainage ditch, installing erosion protection measures to disturbed areas and any associated work. The additive alternate consists of furnishing and installing a third 48” reinforced concrete pipe at El Chico Trail and replacing the existing Surrey Lane culvert with a new 2-barrel, 4' x 8' box culvert.

• Latest project update:

A final walk-thru inspection was performed on March 1st, 2024. The contractor has corrected all deficiencies noted on the punch list. The Drainage Improvements, Phase II project has been completed.

• Channel F - Roadside ditch and culvert improvements along Stagecoach Trail between Chuckwagon and Pony Express Trail were removed from the project. Existing utilities in the right- of-way (AT&T, gas, water, and sanitary sewer line) were found to conflict with the proposed improvements. The costs of relocating all these utilities outweighed the benefits. After careful consideration, staff recommended not moving forward with the Stagecoach Trail drainage improvements.

• In the next 30 days:

• Issue final acceptance letter.


• The culvert work on Surrey Lane is complete and the road should be open at the end of the day. Beginning tomorrow morning, we will close down a section of El Chico Trail to complete culvert work on that side. Please plan accordingly!, City of Willow Park Facebook, 31 January 2024


• TRAFFIC ALERT - ROAD CLOSURE Surrey Lane between El Chico Trail and Jeri Ridge Road

Starting Monday, Jan. 8, a portion of Surrey Lane between El Chico Trail and Jeri Ridge Road will be closed for a culvert replacement as part of our ongoing drainage improvements. Please use alternate routes in the area. City of Willow Park Facebook, 05 January 2024


During a November 2023 Council Meeting, two residents of Sam Bass Road made a presentation on the drainage issues on Sam Bass Drive and on West Stagecoach Trail. Here is the presentation.

• Background: As part of the City’s continuing work on drainage projects throughout the city, staff prepared bid requests for Phase 2 of the Drainage Project. Per Derek Turner’s letter (attached), staff is recommending that Council award the bid to JRM Construction... in the amount of $1,018,595.00

This is the breakdown of projects for the Phase 2 Drainage Contract:

  • Reclaiming the channel off of Crown Pointe

• Exhibits:

Derek Turner’s letter, The base bids consisted of furnishing and installing approximately 98 LF of 12" HDPE culvert, 219 LF of 18" RCP culvert, 22 LF of 24" RCP culvert, grade approximately 23,520 SY of drainage ditch, apply erosion protection measures to any disturbed areas, and associated appurtenances. The additive alternate consisted of furnishing and installing a third 48” RCP Culvert to an existing two (2) barrel culvert, installing two (2) new 4’x8’ box culverts and all associated appurtenances. The low bidder was JRM Construction with base bids totaling $949,095.00 and an additive alternate bid of $69,500.00 for a total bid amount of $1,018,595.00.

• During the presentation by Willow Park Engineer contractor Turner discussed the status of Phase One, Phase Two and Master Drainage Project financing.

• The total bond package for this Master Drainage Project was $3.865M (23 August 2022 Council Meeting, Willow Park Civics Blog > Drainage Improvement Project)

Phase One consisted of $731K in independent drainage projects plus $1.7M for drainage improvement projects to be implemented during the current Willow Park Street Improvement Project for a total on Phase One of $2.42M.

Phase Two bids are $1.018M for a subtotal of $3.5M on the Master Drainage Project plus $250K in "soft costs" for a total of $3.75M on the current Master Drainage Project.

• Since the project bond was $3.9M, there is an excess of bond funds of $150K, which was recommended to be awarded to JRM Construction for contingencies.


• During the 13 December 2022 Council Meeting, the council award Phase 1 of the 2022 Drainage Improvements Project to Humphrey & Morton Construction Company.

Bidding for Phase 2 of the Drainage improvement Plan will also start the beginning of 2023. Note, the largest portions of the drainage improvement project and funds will be included with the city's Street Improvement Project (WPC Blog > Street Improvement Projects).
