Connecting Beall Development via Willow Park water and sewer, Phase 1.

Connecting Beall Development via Willow Park water and sewer, Phase 1.


Part of the agreement between the City of Willow Park and the Beall Development is to extend Willow Park water and sewer to the Beall Development.


During the 26 November 2024 Council Meeting, [1] the City annexed about 11 acres of right-of-way land along East Bankhead Highway, connecting the Beall Development to the City of Willow Park.


During the 10 December 2024 Council Meeting [2], the City approved a contractual agreement with the ubiquitous Jacob & Martin for the engineering services for the extension of City water and sewer to the Beall Development.


And currently, during the 11 March 2025 Council Meeting [3], the City approved Phase 1 of the water and sewer expansion project for the Beall Development, to be performed by the Southern Contractors Group [4] for $1,446,565.00.


"Phase 1 includes the installation of a 12-inch water line along the south service road, extending from the El Chico pump station—located behind Chicken Express and Fuzzy’s Taco Shop. The project includes a short length of gravity sewer line between Broadway and a new lift station site to the west and force main from the new lift station site to the existing Willow Park Village lift station. Additionally, the project involves relocating the force main sewer line from its current position between residential properties in Willow Park Village and Hunters Glen. The new alignment will route the sewer line along Bankhead Highway before extending northward between properties. [3]


"Bids were publicly opened on Thursday, February 27, 2025. The lowest bid was submitted by Southern Contractors Group in the amount of $1,446,565.00. [3]


"Jacob & Martin conducted a comprehensive background and reference check on the contractor and thoroughly reviewed the bid for any discrepancies. The results of the evaluation confirmed that the contractor met all required qualifications, and no issues were identified in the bid submission." [3]

Background:

On November 12, 2024, City Council accepted the one tract of land, totaling approximately 317.7 acres, described as Parts of the F. H. Hammon Survey, Abstract No. 673, the Heirs of Francisco Sanchez Survey, Abstract No. 2346, and H. T. & B. R. R. Co. Survey No. 5, Abstract No. 647 situated in Parker County, Texas; embracing all of Parcel 4, the 323-336/1000 acres tract described in the deed to John Henry Dean III recorded in volume 1441, page 424 of the Official Public Records of Parker County, Texas and further described by metes and bounds, into its extraterritorial jurisdiction (the “Beall-Dean Ranch Property”), and approved the Developer’s Agreement. Per the Development Agreement, the Developer has submitted a petition requesting that the City annex the Beall Property.

This Resolution will commence the annexation of East Bankhead Highway to connect the City limits to the Beall-Dean Ranch Property.
