 The "transformative $500 million, 317-acre mixed-use project will be the largest development in Parker County. Willow Park plans to create a public improvement district and issue bonds to cover infrastructure costs. Those initial costs will be repaid from property taxes collected from homes and businesses in the district. The city and the developer also agreed to a Tax Increment Reinvestment Zone, which will rebate property taxes to the developer by 50% over a 40-year period."  Details in linked blog.


Connecting Beall Development via Willow Park water and sewer., Willow Park Civics Blog, posted 10 December, 2024

The City and the Beall Development were not contiguous, when the City started the process of working with the Beall Development on it's 317 acre, multi-purpose project, located on the southwest corner of I-20 and FM 1187. However, the City is now annexing about 11 acres of right-of-way land along East Bankhead Highway and contracting engineers for plans to extend City water and sewer to the Beall Development. Agenda Item 5. Discussion/Action: for approval of a Resolution declaring the City’s intent to begin annexation of approximately 7,313 feet of East Bankhead Highway right- of-way, comprising approximately 10.98 acres of land into the territorial limits of the City of Willow Park; directing city staff to prepare a service plan for the extension of municipal services to the proposed annexation area; and setting two Public Hearings on annexation. This Resolution will commence the annexation of East Bankhead Highway to connect the City limits to the Beall-Dean Ranch Property.

"This will completely change the trajectory of Willow Park," announced City Administrator Grimes during the 12 November 2024 City Council Meeting. Willow Park is annexing 317 acres for Beall Development's commercial entertainment, restaurants, fast food, retail commercial offices, fuel and convenience store, grocer, etc., and 79 single family lots, garden multi-family residences and park.

 "Willow Park, the second largest city in Parker County, is about to get a lot bigger in the next few years following a decision by the city... The council approved the annexation of 317 acres of land owned by Dean-Beall Ranch, Ltd. The land is located on the southwest corner of Interstate 20 and Highway 1187, running all the way to Bankhead Highway."
