AISD Students propose their restroom facility design for Kings Gate Park.


Summary: The Aledo ISD Architecture II class presented their solutions to bathrooms, pavilion, and storage for Willow Park's Kings Gate Park, during the 22 April 2025 Council Meeting. The new Kings Gate Park Pavilion will be funded for about a third of the $1,500,000 Tax Note, approved during the same council meeting.

AISD Students propose their restroom facility design for Kings Gate Park.


The Aledo ISD Architecture II class, of Faith Bartlett, Samuel Ghent, Amelia Buck, and Matthew Dominick, presented their solutions to bathrooms, pavilion, and storage for Willow Park's Kings Gate Park, during the 22 April 2025 Council Meeting. The students' goals were to "create a pavilion that fits right into the park, balancing the needs and preferences of the park’s guests with practical and aesthetic features. For example, our design is practical through the incorporation of ADA guidelines, while still remaining aesthetically pleasing."


Based on their color palate of Celestial Blue, Commercial White, and Gray Concrete, the Architecture students designed a single structure with two (2) bathrooms, a storage room, and a covered pergola, accented by a colorful mural. The outside of the structure will be cinder block with a stucco finish, the foundation will be concrete, the roofing is proposed as aluminum panels that can be changed out for different panels. The mural is a placeholder for changeable designs.


The new Kings Gate Park Pavilion will be funded -- along with the foundation and top coat for thirteen asphalt streets -- for a third of the $1,500,000 Tax Note, approved during the same council meeting.

Background:

Council had been briefed previously on a financial instrument known as a Tax Note. Such an instrument funds projects similar to GO [General Obligation] or CO [Certificate of Obligation] bonds. As Council has been advised, Tax Notes do not have any recall provisions, nor advertisement requirements. However, the maximum maturity of a Tax Note cannot exceed seven years.

City Financial Advisor Erick Macha, with Hilltop Securities, has prepared various Repayment Schedules for an issuance of $1,500,000 ($1,560,000 PAR*) that would result in construction funding for various street improvement projects and park system improvements. [* Willow Park Civics Glossary Plus]

Upon passage by Council, the proceeds of the Tax Notes could be received by June.


On 14 April, the Parker County Commissioners Court approved an Interlocal Agreement with the City of Willow Park to perform street improvements on 13 asphalt roads in Willow Park. The listed streets were chosen because they are “shovel ready” and will not require any additional engineering or high level drainage work.


  Willow Park Council has authorized staff to prepare a Tax Note in an amount not to exceed $1.5 million to fund Street and Park system improvements. Foundation and asphalt topping for thirteen Willow Park Streets will be a joint effort with Parker County. And Kings Gate Park bathrooms will be a joint project with Aledo ISD Architecture II class. Both projects should be completed by Summer 2025.
