The City of Willow Park is annexing 317* acres from I20 Service Road to East Bankhead Highway, just east of the County Hollows Development and Hunters Glen Development for Beall Development's commercial entertainment, restaurants, fast food, retail commercial offices, fuel and convenience store, grocer, etc, 79 single family lots, garden multi-family residences, and neighborhood park. Since the beginning of 2024, the Council has been considering "Economic Development Negotiations" with Beall Development. [1] Since these Council conversations have been in Executive Session, the contents of the discussions were not available to the public. [2]
During the 12 November City Council Meeting [2], Willow Park Citizens had their first look at the new Beall Development.
Agenda Items 4 and 6 bring Beall Development's 317 acres from the Fort Worth Extra Territorial Jurisdiction, ETJ, into the Willow Park ETJ, and then annexes the Beall Development into the City of Willow Park.
Agenda Items 5 and 7 establish financial and design agreements [Development Agreement, Public Improvement District, TIRZ and Chapter 380] between the City and Beall Development.
Agenda Items 8 and 9 manage the City's contracts with Hilltop Securities, who helps the City manage the debt, and with Emergency Services District 1, ESD 1, who provides emergency and fire services to Willow Park.
And finally, Agenda Item 10. starts the process of the issuance and sale of debt -- “City of Willow Park, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2024A,” -- which will be used to provide water and sewer, as discussed in Agenda Item 4, to the Beall Development.

• Agenda Item 4. Consider and take action on an ordinance expanding the City of Willow Park’s Extraterritorial Jurisdiction to include a 321* [317] acre tract of land owned by Beall-Dean Ranch, Ltd. Property owner has requested water and sewer service, which the City of Willow Park can provide once the properties are within its extraterritorial jurisdiction (ETJ)
• Agenda Item 5. Consider and take action on a resolution authorizing the City to execute a Development Agreement with Beall - Dean Ranch, Ltd. regarding the development of 317 [321*] acres of land in the Extraterritorial Jurisdiction of the City of Willow Park.

• Agenda Item 8. To amend the Financial Advisory Agreement with Hilltop Securities to provide for Amended Forms and Basis of Compensation for PID -related activities.
• Agenda Item 9. To enter into a Sales Tax Allocation Agreement with ESD #1. Currently, the ESD would receive 1.5% of the sales tax collected. This agreement would share, equally the 1.5% of the sales tax collected to 0.75% for each taxing entity.
• Agenda Item 10. Discussion/Action: Consider all matters incident and related to the issuance and sale of “City of Willow Park, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2024A” including the adoption of an ordinance authorizing the issuance of such certificates in the amount not to exceed $5,135,000. The Certificates of Obligation or CO funding will be used to provide water and sewer to the Beall Dean Development property.
