2. Staff would like to introduce the new Parks Director, Mandy McCarley. Mandy will be taking over the duties for all city parks, including all upcoming programming and improvements.

• Two retirements, Candy Scott (Jock) and Bill Funderburk, and six promotions were announced during the 08 October 2024 Council Meeting. All changes became effective 01 October.
• Mandy McCarley is the Director of Willow Park Parks, responsible for the maintenance and growth of our Parks.

In the last several months, the City of Willow Park has added three new employees to our City administration: Mandy McCarley, Director of Parks; Andrea Saylor, Director of Finance/Human Resources; Chelsea Kirkland, Utility Billing Clerk.
3. Parks Board Places 1, 3, and 5 are expiring in January 2025. Those places are currently occupied by Lea Young, Ex-Officio, James McKibbin, and David Wagner. All interested persons for appointment / reappointment consideration should contact Mandy McCarley, Parks Director, at City Hall for applications and submittals. Mayor Moss will make appointments at the City Council meeting in January 2025. Board appointments will take place at the January City Council meeting and the next regularly scheduled Parks Board Meeting is scheduled for Tuesday, February 4, 2025 at 6:00 p.m. at Willow Park City Hall.
4. Town Hall Meeting is scheduled for Tuesday, 10/29/24 at 6:30 p.m. to discuss potential future improvements to the parks and the preferred order of their priorities. This will be decided by city staff by a culmination of information from the Town Hall Meeting and surveys provided to the public.

On Tuesday, 29 October 2024, at 6:30 p.m. in the El Chico City Hall, the Willow Park Parks Board is holding a Town Hall for Citizens to voice their opinions on the City's new Conceptual Plan for the Kings Gate Park AND on the City's consideration TO MOVE MEMORIAL PARK from Ranch House Road to the parking lot improvements in front of the El Chico City Hall.
• 06 August 2024 Parks Board Meeting, Agenda Item 3. Discussion: Concept for Kings Gate Park improvements by Westwood Professional Services.
• Background:
There has been much discussion about desired improvements to Kings Gate Park including restrooms, additional parking, more playground equipment, and sporting areas. On May 14, 2024, the Willow Park City Council [2] approved a contract with Westwood Professional Services to formally program this park [3], rather than choose random projects and placement.
Attached [in .pdf] is Westwood’s first and second rendering of potential programming for Kings Gate Park. The creation of these concepts took into consideration the 2019 Parks & Trails Master Plan [4] and its community feedback, and the park’s current uses, demographics, and topography for the near 30- acre park space.
Westwood suggests that a new community survey be conducted before adopting any design since five years of growth and typical change in demographics can affect choices of interest for park amenities. This process would likely involve two town hall meetings.
The estimated cost for all improvements shown was not available at the time of publication but will be shared by City Staff at this meeting.
