Upon the passage of this motion, and the subsequential vote on the proposed tax rate, staff will place an ad with The Community News per state statute.

Discussion/Action: to consider all matters incident and related to the issuance and sale of “City of Willow Park, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2022A” including the adoption of an ordinance authorizing the issuance of such certificates in the amount not to exceed $4,250,000 to finance the costs of paying contractual obligations to be incurred for (i) designing, constructing, acquiring, improving, enlarging, and equipping the City’s municipal drainage utility system, including any repair, replacement, and relocation of streets and utilities in connection therewith, and the acquisition of land and rights-of-way therefor, and (ii) professional services rendered in relation to such projects and the financing thereof. 9:15 audio time stamp #DrainageManagement
Background: Council authorized and provided notice of intent to issue debt related to drainage projects and the drainage utility. This agenda item was postponed at the August 9, 2022 meeting. This debt issuance will be used to provide funding for drainage projects throughout the city. This bond will be funded by the Drainage Utility Fee that has been in effect for a year. This debt is not secured by Interest and Sinking Funds. Staff is recommending a 15 year note on this issuance. Staff will provide final number prior to the meeting Tuesday

Background: The City currently does not have an Electronic Signature Policy. This policy would assist staff in expediting documents that need to be executed in a timely manner.

The manner and circumstances in which electronic signatures are acceptable is enumerated in the Texas Uniform Electronic Transactions Act, Tex. Bus. & Com. Code Ann. Section 322 et seq. (West 2009).
A department converting to an electronic signature system must work with the City Secretary’s Office, as the City’s Records Management Officer
7. Discussion/Action: to consider and approve a proposal from Granicus for Public Information Software. audio time stamp 20:49
Background: The city does not currently have a public records management system in place. GovQA’s (Granicus) purpose is to streamline requests in a secure, efficient manner, and provide invoices to requestors as needed. City records and police report requests have different sensitivity needs. This system allows each department to facilitate their requests through the proper channels.
The requestor is able to track their request progress; they receive a notification when it has been received and is completed.
Reduces repetitive requests; reduces requests going to several employees in different departments; reduces lost submissions
Sensitive requests for the police department (i.e. juvenile, sexual assaults) are kept in compliance with CJIS rules.
InterAgency module allows the police department to process requests from CPS, Military, and other agencies efficiently; the requestors are verified by the police department for specific access

8. Discussion/ Action: to consider the recommendation from Tommy Morris Agency to award a contract for City Employee Health, Dental, Vision and Life Insurance for the 2022-2023 Fiscal Year.

Staff recommends we keep BCBS [health insurance] policy from last year at a 4.98% increase, which was budgeted.
Cigna had a significantly lower bid but there were guarantees involved like we didn’t know if we could keep our same doctors, we didn’t know about prescription drugs; Bill [Funderberk] polled department heads, and department heads visited with their employees, and all the employees would prefer to stay with the provider we used for the last four years.
For vision and dental we would choose to stay with… our provider currently, very good vision and dental insurance as well as life insurance.
