2. Consideration & Action: Final Plat for Country Hollow residential subdivision, 102 Lots, being 19.167 acres, John H. Phelps Survey Tract, Abstract No. 1046, in the City of Willow Park, Parker County, Texas.#DevelopmentSouth

Background:

Applicant, History Maker Homes, and Property Owner, Scott Moehlenbrock, Red River Development, bring forth the Final Plat of the 19.167 acre tract, located south of 5720 East I-20 Service Road South, north of Hunters Glen residential subdivision, John H. Phelps Survey Tract, Abstract No. 1046.

A Final Plat for this property was previously presented to P&Z Commission and City Council in February 2023; however, that final plat was not filed with the Parker County Clerk due to the anticipated change in the subdivision’s ownership interest from Red River Development to History Maker Homes. This interest impacted zoning restrictions within the Planned Development District (approved by City Council, Ordinance 882-23 on 9.12.23), which affected information contained on the plat.

This Final Plat presented is to be filed for the subdivision of Country Hollow, containing 102 residential lots. This parcel is being platted for subdivision, development, and intended sale of single-family homes

3. Consideration & Action: Preliminary Plat for Lots 1-5, Haney Complex, being 31.247 acres, Eliza Oxer Survey, Abstract No. 1031, in the Extraterritorial Jurisdiction of the City of Willow Park, Parker County, Texas. #DevelopmentSouth

Background: Applicant and surveyor, Scott Crawford of Baird, Hampton & Brown, Inc., along with the property owners, Dustin & Jayme Haney, propose to plat 31.247 acres, located south of East Bankhead Highway, Eliza Oxer Survey, Abstract No. 1031 Survey into Lots 1 through 5. This subdivision is within the City’s extraterritorial jurisdiction, and therefore, required to be submitted to the City for plat approval (Subd. Ord. Sec. 10.02.001).

• This purpose of this plat is to facilitate the proposed development of the site as well as the eventual annexation and zoning of the site.



Willow Park Civics Notes: Property currently in Aledo ETJ; property owners want city utilities that Aledo can not provide but Willow Park can provide so want to be annexed into Willow Park ETJ; Fortified Fitness (9744 E Bankhead Hwy) is already in Lot 1; Willow Park already has water on south side of Bankhead Hi. Owner will be putting in 4" force main pipe to closest Willow Park wastewater lift station; Lot 2 has a pond, which the Developer is planning to keep and use as some sort of amenity. The Developer is planning to keep all lots under one management and is "pushing" forward with plans that MAY include "public use or entertainment." However No decisions on use, other than Fortified Fitness, have been finalized.


 

Capital Improvement Advisory Committee Meeting

2. Discussion: Water and Wastewater Impact Fee Report #WastewaterTreatmentPlant #FortWorthWater

Background: The Planning & Zoning Commission and an E. T. J. Representative were appointed by the City Council to serve as the “Capital Improvements Advisory Committee”. The purpose of this committee is to advise the City Council on matters related to the Water and Wastewater Impact Fees and, at as it did in August 2022, assist in adopting the Land Use Assumptions, Capital Improvements Plan, and proposed Impact Fees.

Land Use Assumptions (LUA) are a description of the Service Area and projections of changes in land use, densities, and population in the Service Area over at least a 10-year period.

The Capital Improvements Plan (CIP) is based on the projections contained in the Land Use Assumptions. The CIP details the capital improvements that will be made over the term of the plan. The CIP and LUA form the basis for calculating allowable impact fees.

Impact Fees are charges and/or assessments imposed by a political subdivision on new development to generate revenue for funding or recouping the costs of capital improvements or facility expansion necessitated by and attributable to new development.

An impact fee allows a city to recoup, from property developers, some of the costs new development places on city infrastructure. Tex. Loc. Gov’t. Code 395.004(4). Impact Fees may only be used to pay certain costs for: 1) Constructing capital improvements on facility expansions for water supply, treatment, and distribution facilities; 2) Wastewater collection and treatment facilities; 3) Stormwater drainage; and 4) Roadways. Tex. Loc. Gov’t. Code 395.001(1).

The CIP Committee will also review the proposed Impact Fees and file comments with the Council.

7. The City Council may conduct a public hearing to consider the amendments to the City of Willow Park Capital Improvements Plan and Land Use Assumptions and amended Water and Wastewater Impact Fees.

8. Discussion/Action: to adopt an ordinance for the City of Willow Park approving the amended Capital Improvements Plan, Land Use Assumptions and the amended schedule of water and wastewater impact fees.

12 July 2022 Council Meeting Agenda Item 9. Derek Turner may present an update to the Land Use Assumptions, Capital Improvements Plan and the proposed updated water and wastewater impact fees. Following the presentation, the City Council may consider approving a resolution setting a public hearing to consider an update to the Land Use Assumptions, Capital Improvements Plan for water and wastewater impact fees, and proposed water and wastewater impact fees.
