"My mother taught me to leave things better than I found them, but we are not experiencing that from you guys." A good summary of the issues that are plaguing many of those who live along the latest Willow Park street construction project. But this time the voices are loud enough to get the City's attention. 6. Discussion/Action: to approve an agreement with Westwood Professional Services for Kings Gate Park. #Parks

Background

Kings Gate Park was conveyed from the Wilks Development to the City of Willow Park in December 2023. This 30-acre park is largest in our city and it hosts a playground, concrete walking trail, and parking lot.

There has been much discussion about desired improvements to this park including restrooms, additional parking, more playground equipment, and sporting areas, and the Weatherford Mountain Bike Club is beginning on construction of the first vision of the Willow Park Trail System this month with The Trinity Track, which will also include a beginner skills area in the future. Before improvements are chosen, it was the desire of Staff and Mayor Pro Tem, Lea Young, to formally program this park, rather than choose random projects and placement.

Dorothy Witmeyer of Westwood Professional Services, Inc., designed and executed the Cross Timbers Park playground and restroom, which opened in April 2021. Since then, it has been populated by our community’s families on a daily basis. With this success, it is proposed that Ms. Witmeyer’s same skills be requested for Kings Gate Park.

The attached contract as presented to City Council is for the professional services of Westwood Professional Services, Inc., in the amount of $32,400 for programming Kings Gate Park. These funds are currently available within the Parks Budget for Professional Services.

• Westwood Professional Services, Inc. is pleased to submit this proposal to provide professional landscape architecture services relating to the referenced project. It is our understanding the project consists of an amendment to the existing parks and trails master plan, to include Kings Gate Park, approximately 30 acres, as well as a conceptual master plan for Kings Gate Park, using the parks and trails master plan to inform programming.

7. Discussion/Action: to adopt an ordinance reorganizing, renumbering, restating and amending Chapter 13 “Utilities” of the Willow Park Code of Ordinances, including amending the City's ordinance and regulations regarding On-Site Sewage Facilities ("OSSF"). #WastewaterTreatmentPlant

Background:

The council approved the amend Chapter 13 “Utilities” of the Willow Park Code of Ordinances in October of 2023 [*WPC].

A portion of the ordinance, 13.06, On-Site Sewage Facilities, is required to be submitted to TCEQ after amendments are made. Changes to that article were made to meet updated State regulations.

Upon submission to TCEQ, it was learned that because a notice did not appear in the Community News prior to the September meeting that the OSSF portion was being changed, that portion of the ordinance was invalid.

Notice was posted in the Community New on May 10th. [*WPC]

The presented ordinance also contains the Drought Contingency and Emergency Response Plan approved by Council at the April 23, 2024 meeting [*WPC].

8. Discussion/Action: to adjust the City’s operating hours on a trial basis from May 20th through September 13, 2024.

There are only 19.5 of 40 hours (48.75%) of each week wherein every employee within each department is at work efficiency. (Tue-Thu, 8-12 and 1-3:30), which undoubtedly affects our productivity and efficiency.

An equitable solution would be for everyone to be on a “4-10s” workweek which increases our time working together to 38 of 40 hours (95%) of each week (Mon-Thu, 7:30-5:00), effectively increasing our efficiency by 46.25%

• Minutes: To authorize the Mayor to approve a real estate contract for the property located at 205 Canyon Ct., Willow Park, TX pending the appraisal report.

• The Community News council review linked above: "Property purchase / After returning from executive session, the council approved the purchase of a small piece of land, just under a couple acres, at 205 Canyon Ct. The empty lot is adjacent to the water treatment plant and allows for expansion of it should the need arise. / “The idea is if we ever need to expand those facilities, it is an ideal location,” Grimes said."

Mayor Moss reconvened into open session. No action was taken. 



Mayor and City Council Comments


• Mayor Moss informed everyone of the passing of former Mayor Marvin Glasgow. His memorial service will be held on Saturday, May 18th at 2:00 pm at the Cross Timber Baptist Church in Willow Park. He stated Marvin was a great Mayor and supporter of the city and the staff. Mayor Moss thanked Councilmembers Nate, Greg and Lea for their service again and willingness to serve Willow Park.


• Councilman Runnebaum requested to have the Crown Road construction on as a future agenda item.

• City Manager Grimes stated the City has requested punch list items for the street construction by May 31st.

• Councilman Contreras asked if the City can begin addressing the speeding issue on Crown Road and Mayor Moss stated the City has been working with the police department regarding the speeding.

• Mayor Pro Tem Young requested full staff reports addressing all of the issues regarding Crown Road and Ranch House Road.


City Manager Comments

• City Manager Bryan Grimes echoed Mayor Moss's comments on Mayor Glasgow.

• He stated city hall will be closed on Memorial Day.

• The next city council meeting will be the Tuesday after Memorial Day.
