Agenda Items 4 and 6 bring Beall Development's 317 acres from the Fort Worth Extra Territorial Jurisdiction, ETJ, into the Willow Park ETJ, and then annexes the Beall Development into the City of Willow Park.

• Background: With the Annexation of the Beall Development, the City is not eligible to receive sales tax from the newly annexed property as a vote of Parker County residents in a previous election. However, the ESD recognizes that the City must have some financial benefit to make this annexation be productive for all parties. As such, city staff has worked with ESD staff to craft a sales tax agreement. Currently, the ESD would receive 1.5% of the sales tax collected. This agreement would share, equally the 1.5% of the sales tax collected to 0.75% for each taxing entity. The agreement is for a 20 year period that shall be renewed for an additional 20 years

Upon the resignation of Daneil Franklin, and the subsequent incoming applications for Chief of Police, staff requests the Council form a Chief of Police Committee consisting of the Mayor and two Councilmembers.
In preparation for forming this committee, staff requests that all Councilmembers provide guidance and direction to the Committee for what they envision the Committee to bring back to the whole Council. WILLOW PARK The reborn Pulido’s Kitchen & Cantina restaurants will remodel a former Western wear store in Willow Park into a new Pulido’s, co-owner Bourke Harvey said. The shop at 104 S. Ranch House Road was recently a location of the Lazy J Ranch Wear shops and had previously been home to other Western wear shops, a tractor dealer and an RV dealership.

Pulido’s Mexican Restaurants, the landmark North Texas eateries that stunned devotees by shutting down in October, have been acquired by the Westland Restaurant Group and will reopen in 2024.
With locations in Fort Worth, Benbrook, Eastland, Cleburne and Hurst, Pulido’s has been a fixture on the region’s restaurant scene since 1966, renowned for authentic Tex-Mex cuisine and the restaurants’ family atmosphere.
“We are excited to continue the legacy of Pulido’s Mexican Restaurant,” Gigi Howell, operating partner of Westland Restaurant Group said in a news release. “Our aim is to preserve its essence, blending tradition with contemporary elements, as we’ve successfully done with other local favorites.”
Westland Restaurant Group’s involvement with JD’s Hamburgers, Margie’s Italian Gardens, and West Side Cafe exemplifies their commitment to enriching Fort Worth’s culinary landscape, the release said, adding that each project under Westland’s stewardship, “whether revitalizing a building’s historic charm or seamlessly transitioning a beloved café, reflects their dedication to the community and local dining culture.”

When the Fort Worth-based Pulido’s restaurants closed after 57 years, a sign on the door read, “Hopefully we will be back!”
Restaurateurs Bourke Harvey and Gigi Howell made that come true Thursday, buying the five Pulido’s locations to add to the company that owns JD’s Hamburgers, West Side Cafe and the forthcoming Margie’s Italian Gardens.
The flagship Pulido’s, 2900 Pulido St. on a side street renamed for founders Dionicia and Pedro Pulido, will be the first to reopen, Harvey said.
