3. Discussion/Action: to repeal the existing utilities ordinance contained in Chapter 13 "Utilities" of the City's Code of Ordinances and restate, amend and adopt a new Chapter 13 "Utilities" ordinance. #FortWorthWater #WastewaterTreatmentPlant (Backflow)

Background: During a recent review of the utility ordinance, it was realized that a cleanup of the ordinance was needed.

Issues found include repetition of wording in multiple locations instead of a general location, incorrect wording such as water being used instead of wastewater or sewer, inconsistency and contradiction within the ordinance and outdated practices and methods no longer allowed by TCEQ or EPA.

A general section was created allowing for all billing information to be gathered into one location and for information that applies to multiple or all sections of the ordinance.

The drought contingency plan has been replaced with the plan requested by Forth Worth and approved by Council by resolution in 2019.

Any fees that were mentioned were removed and will now be found in the fee schedule established by the council. Exhibits: Revised Utility Ordinance


4. Discussion/Consider: to approve a Resolution amending the Advance Funding Agreement between Texas Department of Transportation and the City of Willow Park for the King's Gate Bridge. #Streets

Background: The City of Willow Park owns a bridge located at King’s Gate Road over Clear Fork Trinity River, and this bridge is included in the currently approved off-state system federal-aid Highway Bridge Replacement and Rehabilitation Program (HBRRP). [Below]

The State of Texas, acting through the Texas Department of Transportation and the City of Willow Park executed an Advance Funding Agreement on March 10, 2021, to replace or rehabilitate the King’s Gate Road bridge.

It has become necessary to amend the Advance Funding Agreement to reflect the additional width of the new structure to match the City of Willow Park roadway (King’s Gate Road). All other provisions of the original agreement are unchanged and remain in full force and effect.

The City of Willow Park must adopt a Resolution to amend the Advance Funding Agreement to proceed with the bridge project and obtain the federal and state funding shares.

5. Discussion/Action: to approve and adoption of City of Willow Park's Parks & Trails Master Plan Addendum. #Parks

Background: On January 24, 2023 [Below], Council approved the proposal by Baird, Hampton & Brown to draft an official addendum to the City’s Parks & Trails Master Plan to include a final design of the Willow Park Trail System. [Below] It is at this time, Staff and the Parks Board would like to request approval and adoption of the Addendum which includes a current, realistic, and implementable trail plan and map, officially validating. trail project.

Larry Colvin, Senior Design Engineer with Baird, Hampton & Brown will be presenting the Addendum.

6. Discussion/Action: to award a bid for the City's Bank Depository Services. #Finance

Background: As authorized by the City Council on August 22, 2023 [Below], an RFP was issued for Depository Services for the City of Willow Park. The responders to this RFP were First Financial Bank, Texas Bank and Plains Capital Bank. The RFP’s were reviewed by Bryan, Jake, and me. Comparisons of branch locations, account structures, interest rates, and account fees were factors used in our deciding that First Financial Bank is the best fit for the City.

Discussion/Action: to authorize the request for Bank Depository Services Proposal. • Background: State statute requires that the City of Willow Park send out Requests for Proposal for Banking Services. Our current agreement with First Financial Bank is set to expire in September 2023. Thus, staff has prepared the attached RFP to send out to local bank depositories for our banking services.Upon approval, staff will send the RFP and will provide 30 days for the financial institutions to respond by September 22, 2023. 8. Discussion/Action: to approve an amendment to the School Resource Officer agreement between the City of Willow Park and Trinity Christian Academy. #EMSFirePoliceAmb

Background: As authorized by the City Council on September 27, 2022 [Below], the agreement between the City of Willow Park and Trinity Christian Academy sets the payment for services as an annual payment to be paid no later than October 15th of each year. Trinity Christian Academy has request they be allowed to make quarterly payments for these services.

Discussion/Action: to consider and act on approving a School Resource Officer Agreement between the City of Willow Park and Trinity Christian / A FY 2022/2023 budget amendment to increase staffing for a School Resource Officer (SRO) – Trinity Christian Academy (TCA) Academy. • Background: The police department and TCA wish to enter into a partnership to place an SRO on campus for the duration of the school year. TCA has agreed to fund 70/30 split for funding the position. The position will be utilized at the school when in session and will perform other duties as assigned when school is not in session.


9. Discussion/Action: to remove a sewer lien placed against the property located at Block 56, Lot 1 of the El Chico Addition, more commonly known as 116 Ranch House Road.

Background: In 1993 and then revised in 1994, a lien was placed against properties along a newly established sewer main. The location of the line was on the north right-of-way line of Canyon Court continuing west to Beaver’s Creek Lift Station and then along Chuck wagon and Pitchfork. Properties that were accessed the lien are along this area and have access to the sewer main. The property located at Block 56, Lot 1 of the El Chico Addition (116 Ranch House Road) is owned by G. R. Maniedeo does not have access to the sewer main but a lien was placed upon his property. He is asking that the lien be removed.

WPC Notes: Street construction updates. Crown Road is open. Sam Bass Road will begin road reconstruction as soon as Kings Gate Road is completed Meeting with owners of 20 approaches (driveways) this week.

Minutes:

• Councilman Runnebaum announced Crown Road was complete and open. Sam Bass will begin construction in 2-3 weeks once King's Gate is complete.

• Mayor Moss thanked City Council and Staff for doing a great job.
