3. Discussion/Action: for the approval of a contractual agreement providing engineering services by Jacob & Martin for the extension of water and sewer to the Beall-Dean Ranch property #DevelopmentSouth #WastewaterTreatmentPlant #FortWorthWater

Background:

Under the Developer’s Agreement between the City and Robert Beall, owner of the Beall-Dean property, the City is required to enter into an agreement for engineering services by February 10, 2025.

Derek Turner and his team at Jacob and Martin have completed all the preliminary work and study that was needed in order for the City to complete the Developer’s Agreement with Mr. Beall.

Staff is now requesting that Council approve the agreement with Jacob and Martin so that work can continue in extending utilities to the Beall property.

Agenda Item 5.Discussion/Action: for approval of a Resolution declaring the City’s intent to begin annexation of approximately 7,313 feet of East Bankhead Highway right- of-way, comprising approximately 10.98 acres of land into the territorial limits of the City of Willow Park; directing city staff to prepare a service plan for the extension of municipal services to the proposed annexation area; and setting two Public Hearings on annexation.


4. Discussion/Action: for the authorization of a professional services agreement with Jacob Martin, LLC for the water line replacement and street improvements project in the Squaw Creek Estates West subdivision #Streets #FortWorthWater #WastewaterTreatmentPlant #StormDrainage [Squaw Creek Rd City Improvement Project*]

Background:

On November 26, 2024, City Council* approved the water line replacement and street reconstruction of Squaw Creek, Yucca, Mesa, Cactus, Cactus Court, and Verde Roads.

The proposed professional services agreement includes design, bidding, and construction-phase services for the water and street infrastructure improvements as follows:

1. Water Distribution System Improvements:

• Water Line Replacement: Approximately 7,950’ of 8” line along Squaw Creek Road

• Water Line Replacement: Approximately 6,180’ of 8” line along Yucca, Mesa, Cactus, and Verde Roads

2. Street Reconstruction:

• Squaw Creek Road Reconstruction: Ranch House Road to Sam Bass Road (7,950’) s Yucca Road Reconstruction: Verde Road to Squaw Creek Road (1,775’)

• Mesa Road Reconstruction: Verde Road to Squaw Creek Road (1,450’)

• Cactus Road Reconstruction: Verde Road to Squaw Creek Road (1,100)

• Cactus Court Reconstruction: Cactus Road to End of Cul-de-Sac (250’)

• Verde Road Reconstruction: HOA Entrance to Yucca Road (1,605’)

3. Drainage Improvements:

• Ditch and culvert improvements along and crossing Squaw Creek Road

5. Discussion/Action: on authorizing the opt-in of the City of Willow Park in the settlements reached by the Texas Attorney General with Kroger* and authorizing the City Manager to execute all documentation necessary to participate in the settlement, including execution of the Subdivision Participation Form

Background:

The Office of the Texas Attorney General announced a proposed settlement with Kroger, who is paying the sum of $83 million (the “Settlement Amount”), to Texas and its political subdivisions. Of the Settlement Amount, the vast majority is earmarked for use by Texas and its political subdivisions to remediate and abate the impacts of the opioid crisis.* At this time, the total amount of the payment to the City of Willow Park is undetermined since it will depend on the number of political subdivisions that opt-in. The deadline to opt in to the settlement is December 29, 2024. Please find attached the information sheet from the Texas Attorney General's office as well as the participation forms for the settlement.

6. Discussion/Action: to approve a Resolution of the City of Willow Park, Texas, accepting a petition seeking the creation of the Beall-Dean Ranch Public Improvement District within the extraterritorial jurisdiction of the City and calling for a public hearing for the City Council’s January 14, 2025 meeting #DevelopmentSouth [Beall Development]

Background: The attached is the resolution accepting the Beall-Dean Ranch PID Petition* for consideration at the December 10th meeting. This will call a hearing to create the PID for the January 14th meeting, which is the same meeting where the hearing related to the creation the TIRZ* and the annexation of the Beall-Dean Ranch property* will be conducted (note, property annexation will occur after the waiting period following the hearing). This is a substantially similar resolution as the one that was a part of the November meeting, but with updates to the date of the meeting and one other change: a corrected highway reference in the notice of the public hearing.
